For a small business with 5–25 users, Odoo usually costs $1,500–$7,000 one-time for setup plus roughly $25–$40 per user per month for Odoo Enterprise licences. Odoo Community has no licence fee, but you give up apps such as full Accounting, Studio and mobile apps. The setup cost depends on how many modules you need, how much data you migrate and whether you need custom features.
What do you actually pay for with Odoo?
Every Odoo project has two separate costs. Mixing them up is the most common reason budgets go wrong.
- Licences — a monthly or yearly fee paid to Odoo S.A. for each user (Enterprise edition only). Hosting on Odoo Online or Odoo.sh is included or billed by Odoo.
- Implementation — the one-time work to set Odoo up for your business: configuring modules, importing data, building reports, training staff and any custom development. This is what a partner like Xiiino charges for.
After go-live there may be a third, optional cost: a support or maintenance plan for changes, upgrades and help when something breaks.
How much are Odoo licences?
Odoo Enterprise is priced per user per month, with a lower rate for the first year on promotional plans and a higher rate on the Custom plan that allows Odoo.sh, multi-company and external API access. Prices vary by country and change from time to time, so check odoo.com/pricing for the current figure in your currency.
| Edition | Licence | Good for |
|---|---|---|
| Odoo Community | Free (open source) | Simple sales, inventory and invoicing; you host it yourself |
| Odoo Enterprise — Standard | About $25–$30 per user / month | Most small businesses on Odoo Online |
| Odoo Enterprise — Custom | About $37–$45 per user / month | Custom modules, Odoo.sh hosting, multi-company, integrations |
Only people who log in need a licence. Customers using a portal, and employees who only clock in or submit expenses through limited apps, usually don’t.
How much does Odoo implementation cost?
Implementation is priced by scope, not by user. These are Xiiino’s fixed packages, which are typical of the market for a small business:
| Package | Price | What’s included |
|---|---|---|
| Starter | $1,499 one-time | Up to 3 modules configured (for example Sales, Inventory, Invoicing), data import, training |
| Business | $3,499 one-time | Up to 7 modules, Accounting setup, reports and dashboards, 1 integration |
| Enterprise | $6,999 one-time | Unlimited standard modules, custom modules, up to 3 integrations or APIs, migration |

What does a real first-year Odoo budget look like?
| Business | Users | Setup | Licences, year 1 | First-year total |
|---|---|---|---|---|
| Online shop with one warehouse | 5 | $1,499 | ≈ $1,800 | ≈ $3,300 |
| Distributor: sales, purchase, stock, accounting | 12 | $3,499 | ≈ $4,300–$5,800 | ≈ $7,800–$9,300 |
| Manufacturer with custom costing and 2 integrations | 25 | $6,999 | ≈ $11,000–$13,500 | ≈ $18,000–$20,500 |
Licence figures use the ranges above and are estimates; your Odoo quote will be exact.
What makes an Odoo project more expensive?
- Messy data. Cleaning thousands of products, customers and opening balances from old spreadsheets takes time.
- Custom features. Anything Odoo doesn’t do out of the box needs a custom module. We always check whether a standard setting or an Odoo app solves it first.
- Integrations. Connecting Shopify, Amazon, a payment gateway or a courier adds work for each connection.
- Manufacturing and multi-company. Bills of materials, work centres and inter-company rules need careful setup.
- Unclear processes. If nobody agrees how orders should flow, the project stalls. A short discovery phase fixes this.
Should a small business choose Community or Enterprise?
Community is a good choice when you only need sales, purchase, inventory and simple invoicing, and you are happy to host it. Choose Enterprise if you need full accounting with bank sync, the mobile apps, Studio, payroll in supported countries, or official upgrades. For most 5–25 person teams, the time Enterprise saves is worth more than the licence fee.
How can you keep Odoo costs down?
- Start with the 3–4 modules that remove the most manual work, then add more later.
- Clean your product and customer lists before the project starts.
- Adapt small habits to Odoo’s standard flow instead of paying for custom code.
- Give licences only to people who log in every week.
- Pick a partner who quotes a fixed price per phase, so there are no surprises.

Frequently asked questions
Is Odoo cheaper than SAP Business One or NetSuite?
For small businesses, usually yes. Odoo licences are lower per user and implementation is faster because most needs are covered by standard apps.
How long does an Odoo implementation take?
A Starter setup takes 3–5 weeks. A full Business or Enterprise rollout takes 6–12 weeks, depending on data and integrations.
Can I move from QuickBooks or Xero to Odoo?
Yes. We import customers, vendors, products and opening balances, and can keep historical reports available for reference.
